Speak to his attendant and seek an audience by persuading, bribing or intimidating her. Speak to Thonar in his room and interrogate him. After he drives you away, assassins will kill his wife downstairs. He will then come clean and tell you everything he knows.
Should I side with the Forsworn or silver blood?
Both have good points though. The Silver-Bloods while corrupt, are important to many lives in Markarth and the Reach (although somewhat cruelly). And the Forsworn are natives to the Reach, they want their native land back and show evidence of being decent rulers when in charge.
